The idea behind this is science!

People and dog fur have negative ions. In everyday life, drying, coloring, perming, and similar processes gradually damage the hair. The image below shows an example of damaged hair under a microscope.

It illustrates the damage caused over time, similar to cracks in asphalt. The surfactant used in cleansing shampoos is anionic surfactant.

Using anionic surfactants on originally negative hair makes the hair brittle.

Conditioners use cationic surfactants. Adding a cation to an anion softens the hair.

Cationic conditioners fill the gaps of damaged hair and create shiny, healthier fur.
